I want to sell my home made cookies and truffles and flavored chocolate lollipops but i dont want it to be a full blown business. Just a few gift boxes and baskets. I live in Orlando Florida and have no idea how to figure out how to start and i dont want the health department in my kitchen. What do i do?

Start by giving them away to neighbors and friends. If they like them they will ask for more then you can sell them. If you were out in front of Publix like the girl scouts then the health department would be on you. Also have a bake sale. When neighbors have a garage sale see if they let you sell your cookies and things.
