Jemma I've made several gift baskets myself for my business as promo items during certain holiday seasons it's quite simple actually. You will need the following items... basket (possible to pick up new or at a thrift store), filler paper (this is just shredded paper, for a more put together effect I buy color printer paper and have the local library shred for me, but white works just fine.) Items for the basket (take the size of your basket into consideration, try things such as dvds, key rings, rolled up shirt with a ribbon around it, bubble bath. Shrink wrap (purchase this at any party supply or birthday store or a place like Wal-Mart.) Take the basket and fill the bottom 1/2 full of your filler paper then arrange items in basket, remember to push items down into filler paper as this will help them to stay where you put them and prevent them from shifting, then carefully place the arranged basket into the shrink wrap bag. Next gather shrink wrap at top and place a rubber band around to secure (leave a little loose to allow room for shrinkage). Lastly take a hand held hair dryer and starting at the bottom of basket direct the hot air onto the shrink wrap using a up and down sweeping motion until desired look is achieved. This project normally cost somewhere around 20$ to $50 depending on what you put into the basket.
