If she was older I could do a basket with a little bit of candy, but that's not an option. Could I do a basket with small gifts, or maybe toddler food? Any ideas would be appreciated, thanks!

I think your idea of toddler food is an excellent one. Even add a toddler plate, bowl and cup set. My little guy is 3 now, but a year ago he went through the toddler snacks. 21 month olds are big on snacks. They sell toddler fruit snacks, cookies and crackers. Yep a great idea. Place the toddler food in a basket and wrap the basket in the plastic wrap with a big bow. Your best friend will truly appreciate the gift.
