For instance, if I buy different types of name brand shoes, mix and match them (or not) and stick pairs of them in gift baskets then sell them would there be legal ramifications?

There are SEVERAL businesses that do NOTHING but what you describe. As long as you legally obtain the products, and do not misrepresent what you are selling, there is no reason why it should not be legal.
